Govt initiative for development of coal-based Ultra Mega Power Projects

The Government of India had launched an initiative for the development of coal-based Ultra Mega Power Projects (UMPPs) each with a capacity of 4,000 MW. Sixteen UMPPs have been identified in various parts of the Country. Out of these, two UMPPs are identified for being located in Tamil Nadu. So far, four UMPPs have been awarded to the developer(s) selected through International Tariff based competitive bidding process.  Mundra  UMPP  is  fully  commissioned and  generating electricity.

First unit of Sasan UMPP has been synchronized in March 2013. Other units of Sasan UMPP and all the units ofKrishnapatnam and Tilaiya UMPP are likely to be commissioned in the 12th Plan, except the last unit of Tilaiya UMPP which is expected in 13th Plan.  Other UMPPs are in various stages of development and commissioning schedule of these UMPPs can be given only after the projects are awarded to the developers.

States namely Odisha will get 50% power from two additional UMPPs proposed in the State of Odisha  and Andhra Pradesh will get 50% power from second UMPP in Andhra Pradesh and Maharashtra will get 50% power from UMPP proposed in Maharashtra.

6×660= 3960 Sasan in DistrictSingrauli. Project awarded and transferred to M/s Reliance Power Ltd. on 07.08.2007. Project is under advanced stage of construction and its first unit was synchronized on 9.3.2013 and expected to achieve CoD in May, 2013. Last unit is expected to achieve CoD in April, 2016.

Gujarat

2. Mundra(5x800MW) 5×800= 4000 Mundra  invillage Tundawandin District Kutch. Project awarded and transferred to M/s Tata power Ltd. on 24.4.2007.  All the 5 Units of MundraUMPP have been commissioned. Mundra UMPP has become fully commercially operational.

Andhra Pradesh

3. Krishnapatnam

(6x660MW)

6×660= 3960 Krishnapat-nam in District Nellore. The Project awarded and transferred to M/s Reliance Power Ltd.(RPL) on 29.1.2008. RPL has stopped work at site, citing new regulation of coal pricing in Indonesia. Procurers issued termination notice to Coastal Andhra Power Ltd. (CAPL), a Reliance Power Company on 15.3.12. CAPL approached Hon™ble High Court of Delhi. The Court has dismissed CAPL™s petition. CAPL has now approached the Division Bench, Delhi High Court and Indian Arbitrator Council. The Case is sub-judice.

 

 

Jharkhand

4. Tilaiya(6x660MW) 6×660= 3960 Near Tilaiyavillage inHazaribagh andKoderma Districts. Project awarded and transferred on 7.8.2009 to M/s Reliance Power Ltd. Construction of the plant is held up as the land has not been handed over to the developer by Jharkhand Government.

 

 

 

Other UMPPs

Odisha

5. Bedabahal Near Bedabahal in SundergarhDistrict. Request for Qualification (RFQ) bids for selection of the Developer of the project have been received on 1st August, 2011. Request for Proposal to be issued after SBDs finalization.
6. 1st additional UMPP in Orissa Site at Bijoypatna in ChandbaliTehsil of Bhadrak district for coastal location has been identified.
7. 2nd additional UMPP in Orissa Site at Narla&Kasinga sub division of Kalahandi District for inland location has been identified.

Chhattisgarh

8. Chhattisgarh Near Salka&Khameria villages in District Surguja. The RFQ was issued on 11.6.2010. The date of submission of RFQ for Chhattisgarh UMPP is being extended from time to time as Ministry of Environment and Forests (MoEF) has categorized coal blocks of this UMPP in No Go area.  The last date for submission of RFQ bids now is 3.10.2013.

Tamil Nadu

9. Tamil Nadu Village Cheyyur, DistrictKancheepuram. The site has been finalized.  RFQ to be issued after Standard Bidding Documents (SBDs) are revised.

14. Karnataka State Govt. has identified a suitable site in Niddodi village of Mangaloretaluka Dakshina Kannada District.

Maharashtra

15. Maharashtra Not finalized

Bihar

16. Bihar site at Kakwara in Banka Distt has been identified.
