One Year Agenda for the Department of Electronics and Information Technology (DeitY)

Shri Kapil Sibal, Union Minister of Communications & IT announced the One Year Agenda for the Department of Electronics and Information Technology (DeitY) here today. The agenda is outline below:

The Department of Electronics and Information Technology (DeitY) is primarily responsible for policy formulation and implementation including various plan schemes and programmes for promotion as well as development of the domestic electronics and IT-IT enabled Service Sector.  Given this, over the last two years a number of key initiatives have been taken by the Department.  These include cabinet approval for the National Policy on Electronics, the National Policy on Information Technology (NPIT), introduction of training programmes in IECT Sector as part of the Government™s National policy on skill development etc.

In 2013, the Department will focus on 18 Specific agenda items covering areas including initiatives under Information technology policy, Electronics policy, R&D Policy, Cyber Security policy and development of people oriented IT solutions.

Details of the 18 Agenda items in terms of objectives as well as outcomes are given in Annexure.

  • Enhanced cyber security and strategic control

3.

National Cloud Computing Initiative (Phase I)

 

  • Optimum utilization of infrastructure leading to cost effectiveness
  • Speeding up development and deployment of e-Gov applications
  • Easy replication of successful applications to avoid duplication of efforts.
  • Establish cloud infrastructure at NIC Data Centre, Shastri Park.
  • Setting up the Institutional Structure
  • Launch of National Cloud, (Phase-I)
  • Centre of Excellence (CoE) on Cloud Computing.

4.

Setting up of a Nationale-Governance Academy

 

  • Establish a National Centre for Capacity Buildingon e-Governance
  • Obtaining approval for establishing the Academy

5.

Scheme for IT Mass Literacy

 

  • To make one person e-literate in each house hold.

 

  • One e-literate person in l0 lakh households.

6.

Common Man Interface (Dial.Gov)

 

  • To provide ICT enabled information service delivery to Common Man on the welfare schemes of the government using multiple channels for service delivery.

 

  • Dial.Gov services with more information for Common Man

 

7.

Setting up of 10 New STPI Centres

 

  • Dispersal of IT Industry to Tier-II/III cities to cater to needs of Micro Small and Medium Enterprises (MSMEs) and startup units.
  • To provide reliable data communication and other value added services to IT / ITeS Industries.

 

  • Setting up of STPI centres at Amritsar,Bhopal, Aizawl, Surat, Jamshedpur, Chhindwara, Jabalpur, Deoghar, Balasore, Dhanbad

 

8.

eGov App Store
  • Rapid deployment and re-use of applications leading to time and cost savings
  • reduction of effort in development and maintenance of applications that have already been developed by other departments/agencies at Center or States

 

  • Launch of pilot of the e Gov app store
  • conduct training and workshops to popularise the use of the National e-Gov  AppStore

 

  • Productisation of applications

National Cyber Security Policy
  • To setup an eco system for cyber security in the country.

II.

National Policy on Electronics Initiatives

1.

Electronics Manufacturing Clusters (EMCs)
  • To promote setting up of state-of- the-art infrastructure facilities in notified Electronic Manufacturing Clusters (EMCs)
  • Setting  up of 10 EMC™s

2.

Approval of MSIPS Units
  • To provide financial incentives to electronic manufacturing units.
  • Receive MSIPS applications for Rs. 25,000 crore

3.

Setting up of Semiconductor Wafer Fabrication (Fab) Manufacturing Facilities in the country
  • To establish modern semi-conductor Wafer Fab in India
  • Give a fillip to the development of Electronics through domestic manufacturing of chips.

4.

Scheme to give thrust to Research in areas of Electronics System Design and Manufacturing (ESDM) and IT/IT Enabled Services (ITES) [PhD scheme for ESDM and IT/ITES sectors]
  • To promote Research in Electronics & IT
  • Scheme to support development of 3000 PhDs in Electronics and 3000 PhDs in ICT during XII Five Year Plan.

5.

Scheme for financial assistance for setting up of Electronics and ICT Academies in States/UTs for faculty development.
  • To promote development of faculty
  • Scheme to support development of 31 Electronics and ICT Academies (one for each State)

6

Electronic System Design Manufacturing (ESDM)

 

  • To receive applications from entrepreneurs in the ESDM sector

 

  • Development of SRS for ESDM portal to receive online applications for Modified Special Incentive Package Scheme (MSIPS)) and Electronics Manufacturing Cluster     (EMC) scheme.
  • Design & Development of application module by C-DAC

III.

Development of People Oriented IT Solutions

1.

Personal Safety Device
  • To Develop indigenous product leveraging existing Mobile spread and availability to cater to the security needs of people

 

Develop a Prototype device with following features:

  • Android watch
  • Voice command activation
  • Camera
  • SOS
  • Motion Sensor (Shock sensor)
  • Live GPS Tracking
  • Emergency Response System: Work in no network area
  • Automatic call to several pre-defined numbers
  • All incoming outgoing calls in Conference Call Mode
  • Alert button

2.

Sports Connect Portal

 

  • To implement short term programs identified by the detailed study on the usage of ICT in Sports for the benefit of sports persons.

 

  • The Program will connect and communicate, through various media with millions of aspiring youth for guidance / inspiration from sporting legends/stars.

3.

Digitization of Indian Folklores
  • To preserve as well as provide ready online access to Indian Folklore.
  • Development of Indian Folklore in Digital Media
