Dear Sir/Madam,
Assignment of Lead Bank Responsibility in districts of Metropolitan Areas
Please refer to paragraph 70 of Monetary Policy Statement 2013-14, in terms of which it was decided to bring all districts in metropolitan areas under the fold of the lead bank scheme.
2. Accordingly, it has been decided to assign the lead bank responsibility in districts of Metropolitan areas of Delhi, Mumbai, Chennai, Kolkata and Hyderabad as detailed below:-

District Working Codes have been allotted for the purpose of BSR reporting by banks.
3. In view of the assignment of lead bank responsibility in the 11 districts of metropolitan areas of Delhi, the lead bank responsibility of the erstwhile district Delhi (Rural) assigned to State Bank of India is treated as withdrawn. SBI is expected to extend necessary support for smooth transition of lead bank responsibility in districts of Delhi.
4. It is advised that necessary arrangements for implementation of lead bank scheme in above districts may be put in place immediately.

Lead Bank Scheme – Metropolitan Areas
70. At present, the Lead Bank Scheme (LBS) is applicable to all districts in the country, excluding districts in metropolitan areas. However, the challenge of financial exclusion is widespread in metropolitan areas also, especially amongst the disadvantaged and low-income groups. With the objective of providing an institutional mechanism for coordination between government authorities and banks, facilitating doorstep banking to the excluded segment of urban poor, and to implement DBT, it has been decided to:
