The re-constituted Governing Body of Sports Authority of India met under the Chairmanship of Shri Jitendra Singh, Minister of State (I/c) for Youth Affairs & Sports in SAI Headquarter on 24th July, 2013. The Governing Body consists of Shri P.K. Deb, Secretary (Sports), Shri Jiji Thomson, DG, SAI, Smt Anjuly Chib Duggal, AS (Expenditure), Secretary General, Indian Olympic Association, President, FICCI, President, CII and eminent sportspersons and sports experts Zafar Iqbal, Baichung Bhutia, Karnam Malleshwari, Ashwini Nachappa, Malav Shroff, Boria Majumdar, Vidushpat Singhania, Viren Rasquinha and Mustafa Ghouse. Some of the major decisions taken by the Governing Body are:-
¢ It was decided to support Army in raising three new Army Boys Sports Companies in Garhwal Rifles Regimental Centre, Lansdowne, Uttarkhand, Army Ordinance Corps Regimental Centre, Secunderabad, Andhra Pradesh & Artillery Centre, Nasik, Maharashtra.
¢ The proposal to go for a Design, Build, Operate & Transfer (DBOT) route for setting up new training centers was also approved. Under DBOT, the obligation of the concessionaire would be inter-alia, to investigate, study, design, construct, operate and maintain at its own cost and expense and transfer back the project as the case may be, in accordance with the provisions of the agreement, good industry practices and applicable laws.
¢ It was also decided to form a Sub-Committee headed by Dr. G. S.G. Ayyangar, Joint Secretary in Ministry, MYAS and consisting of Shri Baichung Bhutia, Zafar Iqbal, Karnam Malleshwari, Malav Shroff, Ashwini Nachappa and Dr. L.S. Ranawat to recommend the eligibility criteria and methods of recruitment of coaches. DG, SAI was directed to prepare a ˜Voluntary Retirement Scheme™ (VRS) for all employees of SAI including coaches.
¢ DG, SAI was directed to prepare a Scheme for optimum utilization of Stadia and use it for non-sporting purposes and generate revenue during lean season, for promoting sports.
¢ It was decided to carry out an Energy Audit of the Stadia and other buildings where power consumption is very high.
¢ The proposal of SAI to seek the services of a consulting organization for the restructuring of SAI to convert it into professional body for providing expert training to elite athletes was approved ˜in-principle™.
¢ It was also decided to constitute a Consultative Committee consisting experts from sports field to advise DG, SAI on the policy initiatives to be undertaken in SAI.
¢ It was also decided that Accounting and Financial reforms be carried out in a time-bound manner and the entire work should be computerized.
