             Jointly released study titled Management of Contract Labour , Contract Labour (Regulation & Abolition )  Act 1970 and Handling Outsourcing by Shri K.C. Mehra, Shri M.R.Gera and Shri  G.P.Srivastava.

Chief Guest Shri K.C.Mehra said, judgements of various courts including Supreme Court of India, the implementation of Contract Labour (Regulation and Abolition) Act, 1970 has assumed special significance and requires knowledge and skill to manage contract labour and Contraction Workers including temporary, casual and outsourcing within the legal framework, etc.  Moreover,  due to over protection of jobs to the workmen, there is an increasing tendency on the part of the employers to assign more work to contractors instead of getting it done through regular employees to be also cost effective.

Shri M.R.Gera while introducing the subject and covered Licensing of Contractors and Registration of Principal Employers, Important Provisions which should be included in Contract Document, Abolition, Prohibition & Absorption of Contract Labour, and Implication of Supreme Court Judgments with Special Reference to the SAIL Judgments.

Shri M Dias covered Regulatory Provisions of CLRA (THE CONTRACT LABOUR (REGULATION AND ABOLITION) ACT, 1970Ž) and gave a presentation on Employers Obligations & Responsibilities, Agreement with Contractors Safe Guards, Sham Contract and its Implications etc.

Shri. G.P. Srivastava highlighted that –

12th Five year plan, manufacturing sector growth is slated should increase to 12 14% to contribute 25% to GDP by 2025 against 6.8% during last 10 years. To exploitIndia™s demographic dividend, country need to generate 220 million jobs by 2020. In 2008 manufacturing sector, employed 58 million i.e. 12% of workforce. 16 ministries deal with industries and a typical manufacturing plant takes about 30 approvals. (MOLE website 2009 shows 55 Acts + rules and regulations + state govt. notifications + numerous legal pronouncements. Currently an establishment has to file by average 40 reports annually.)

Senior Advisor Shri G.P. Srivastava said the chamber will continue to support government™s consultations to address legitimate concerns of all stakeholders.
